The answer is three cats (as explained below).

If three cats catch three mice in three minutes,
then in a third of that time,
   three cats catch one mouse in one minute.
If three cats catch one mouse in one minute,
then in one hundred minutes,
   three cats catch 100 mice in 100 minutes.
